move sandbox/ from core to monorepo root

All data files (agents, prompts, sandbox, skills) now live at the
monorepo root and are installed by the unified 'data' target.

These are system-wide data files, not core-specific. Consolidate
install of agents, prompts, and skills into a single 'data' target.

tools: remove file_read/file_write; fix mkfile all target
...
Update submodules to drop file server. Fix root mkfile: mark 'all'
as :V: so mk doesn't treat it as a file target.
