framewin: repaint frame after configure/resize
On X11, resizing a frame triggers an Expose event which repaints the decorations. On Wayland, no such event is generated, so the frame (titlebar, resizebar) was never repainted after resize — leaving stale decorations at the old width. Call frame_paint after reconfigure in both wFrameWindowConfigure and wFrameWindowResize.
