cursor: respect XCURSOR_THEME and XCURSOR_SIZE environment variables 

The xcursor manager was hardcoded to NULL theme with size 24. Now reads
XCURSOR_THEME and XCURSOR_SIZE from the environment, matching the
behavior of other Wayland compositors like Sway.
