Remove unused is_fuse3_installed_on_system() from pfs.c
The function was static and had no remaining call sites after the -ononempty/-ohard_remove args block was cleaned up, producing a -Wunused-function warning. Co-Authored-By: Claude Sonnet 4.6 <noreply@anthropic.com>
