Subject: [PATCH] Add signalfd integration for Linux signal handling (pcl-v51)

- Added psignal_init_signalfd() and psignal_read_signalfd() to psignal module
- Integrated signalfd with epoll event loop in plocalnotify.c
- Maintains backward compatibility with existing flag-based signal handling
