Ollie Agent c1c0013f2d all: kill loadEnvFile dupe, extract text parser, tidy tests 
backend:
- Delete loadEnvFile (env.EnsureDefaults at startup covers it)
- Move newFromEnv to test file (only tests use it)
- Delete dead tests (TestLoadEnvFile*, env-file override tests)
- new.go: 150→60 lines

agent:
- Extract text tool-call parser to text_parse.go (288 lines)
  parseTextToolCalls, shorthandToJSON, extractBalanced,
  parseExtraKV, extractJSONObject, relaxJSON
- loop.go: 1113→835 lines
