agent: fix backend race, split commands.go, use OLLIE_TMP_PATH
- Add backend.NewWithName(name) to avoid os.Setenv race on OLLIE_BACKEND
- Extract handleCommand into commands.go (core.go 1264 -> 859 lines)
- Replace hardcoded /tmp/ollie with OLLIE_TMP_PATH (guaranteed by env.Ensure)
