Levi Neely e5e94e57fe agent: inject shell tool descriptions into system prompt at build time 
toolsSummary() scans OLLIE_TOOLS_PATH for # description: and # Args:
headers and injects the result as {{.Tools}} in the system prompt —
same effect as MCP schema injection but for shell/python tools.
