Levi Neely 4d5ae06780 9p: add b/{id}/log file; fix BatchJobStore.Wait empty base ... Mirrors s/{id}/chat: append-only event log, tailable via Qid version polling. Also fixes Wait not treating empty base as current value, which caused statewait to return immediately with "running".
