Remove auto-generation of .kateworkspace 

Auto-generating .kateworkspace in detectWorkspace() was causing false
positives: it would create the marker in unrelated parent directories,
then detect them as workspaces on subsequent runs. The .kateworkspace
file should only be created explicitly via Create Workspace.
