beads: add atomic ctl operations; replace update_bead.sh

Add to 9p ctl handler: open, defer [until <RFC3339>], reopen, relate,
unrelate, config. Add corresponding mcptools scripts. Remove
update_bead.sh in favour of atomic operation scripts.
